1. Installment Agreement - Easiest

3. Currently Not Collectible/Hardship - Easy
Taxpayers who can prove they are unable to pay their tax debt through required financial documents can postpone the collection of the tax debt amount until their financial condition has improved. This is a fairly easy program to be accepted into if the taxpayer is qualified.

4. Penalty Abatement - Hard
Taxpayers can have some or all of the penalties attached to their tax debt abated, which reduces the overall amount substantially. Tax Defense Network explains that it is this program's unpredictability that ranks it as harder.

5. Innocent Spouse - Harder
Taxpayers may find it difficult to prove they were unaware of the things claimed or recorded on their tax return because their spouse had either forged their name or kept it hidden. This is an IRS program that Tax Defense Network says has to have overwhelming evidence in the taxpayer's favor in order to be accepted into.

6. Offer in Compromise - Hardest
Taxpayers can settle a substantially reduced tax debt amount with a lump sum or in a minimal number of monthly payments. This program has severe restrictions and has an acceptance rate around 25 - 35 percent annually.
