BATON ROUGE, LA, December 30, 2012 (Press-News.org) Rolfe McCollister, CEO and publisher of the Baton Rouge Business Report and campaign treasurer and transition chairman for Governor Jindal, explained the recently enacted education law, what the laws entail, and the obstacles that impede the evolutionary changes that these laws implement.
Mr. McCollister explained that our historical tenure based, seniority ruled education system from the sixties has failed. The old system promoted seniority, rather than performance. This impeded advancement for hard working teachers and instilled complacency. Furthermore he explained how the old system condemned kids to the school districts based on zip code, regardless of the quality of the school. This left many hardworking students in failing schools.
Mr. McCollister explained how the new system creates competition, and thus growth. The new system promotes teachers not based on length of time in the system, but rather based on student performance. Furthermore, if a teacher's performance falls and stays below par, after a probationary period, they lose tenure.
Additionally, new system allows choice in school selection. The new scholarship program allows low income students with good grades in a low performing school to take the money the state pays to educate them, and use it to attend a school of their choosing. The charter system allows parents to create, maintain, and run schools so long as they meet certain government standards. These schools can receive governmental funding if public school kids choose to go to the charter schools rather than the public schools. There is also a virtual school system, which allows students to attend school online. These changes mean that state dollars follow the student rather than the school. As Mr. McCollister stated, for any business or professional team to be successful, competition and performance based promotion are necessary. According to Mr. McCollister this is what our schools systems need.

Tumor boards linked to little association with effects on cancer care
2012-12-29
There is little association of multidisciplinary tumor boards with measures of use, quality, or survival, and measuring only the presence of tumor boards may not be adequate in determining their effects on cancer care, according to a study published December 28 in the Journal of the National Cancer Institute.
Tumor board reviews offer a multidisciplinary approach to treatment planning, which encompasses doctors from many specialties reviewing and discussing the medical condition and the treatment of patients. Even though the use of tumor boards is widespread, there is ...

An image gallery gift from NASA's Swift
2012-12-29
Of the three telescopes carried by NASA's Swift satellite, only one captures cosmic light at energies similar to those seen by the human eye. Although small by the standards of ground-based observatories, Swift's Ultraviolet/Optical Telescope (UVOT) plays a critical role in rapidly pinpointing the locations of gamma-ray bursts (GRBs), the brightest explosions in the cosmos.
But as the proxy to the human eye aboard Swift, the UVOT takes some amazing pictures. The Swift team is celebrating eight years of UVOT operations by collecting more than 100 of the instrument's best ...

NASA's TRMM satellite captured rainfall data on Tropical Depression Wukong as it struggles to stay together in the South China Sea. Wukong has been battered with wind shear for days and NASA satellite data still shows an area of moderate rainfall within the dying storm.

That area was generating a rainfall rate of about 1 inch/25 mm per hour. Most of the ...

Contact your retirement plan coordinator or your financial institution and request a copy of the beneficiary designation for each of your accounts that permit such a designation. Even if you think you these are complete, just one account without a designated beneficiary can result in a probate proceeding instead of an out of court transfer directly to your beneficiaries. You may also find that the beneficiary designations are out of date, and this will provide ...
