The term 20/20 is one developed by optometrists who have examined a lot of data on human vision. It refers to what a "normal" (normal meaning average) should be able to see when standing twenty feet away from an eye chart. In a person who deviates from this average, the number will be different. For those with better than average vision, the second number will be lower than twenty. Those that have vision that is worse than average will have a second number that is higher than twenty.
For example, if a person that has 20/40 vision were to stand twenty feet away from an eye chart, they would see what most people could see standing forty feet away. Or, if a person that has 20/10 vision did the same, they could see what most people could only view at ten feet away.
