The National Transportation Safety Board (NTSB) is advocating universal motorcycle helmet laws for all riders in all states. Of the 47 states that currently have motorcycle helmet laws, 27 require helmets only for certain riders -- usually those under 18. On December 1, 2010, Wisconsin joined 30 other states prohibiting a person from driving any motor vehicle while composing or sending an electronic text message or an electronic mail message.
