Polar Star Consultants, LLC. is a Houston-based company whose owner and CEO is James Garner, a mechanical engineer. The early part of his career was spent as a design engineer and product-engineering manager, the latter two thirds has been spent managing communications and marketing efforts at Schlumberger Oilfield Services and Camco International, Inc., both based in Houston.

And most, if not all, have no engineering background.'"
