A magistrate judge from Horry County was cited back in April by a Myrtle Beach patrolman after he performed a U-turn on a two-lane road. According to a new study, states such as Texas, Nevada and Arizona have far greater numbers of mentally ill persons housed in state prisons than in hospitals.
