NCIA CEO, Herbert J. Hoelter Publishes Paper on Early Release Program for Federal Inmates

Sentencing mitigation expert and NCIA CEO Herbert J. Hoelter has published a nine-page report detailing a drug and alcohol rehabilitation program that deducts time from sentences for federal inmates.

BALTIMORE, MD, October 13, 2012 (Press-News.org) Nationally-recognized Federal Sentencing expert and incarceration management specialist Herbert J. Hoelter has published on his website and released to the general public a comprehensive review of section 3621(e) of the federal code detailing early release eligibility for thousands of federal inmates and federal criminal defendants.

The nine-page report and analysis discusses how federal inmates and federal criminal defendants are eligible to receive up to one year off of their sentences, plus up to an extra six months in community confinement prior to release. Under USSC Section 3621(e), Congress enacted a special incentive to inmates who complete a 9-month drug and alcohol rehabilitation program.

"Over the years I have worked with hundreds of criminal defendants who were unaware of this program and could have benefited from it", Hoelter is quoted as saying. "During the course of our daily work, we help defense attorneys prepare their clients for sentencing by advising them on strategies and mitigation techniques which includes 3621(e) along with 3552(a) factors", says Hoelter.

Hoelter and his organization, NCIA Criminal Justice Services, have served as criminal defense advisors for a number of very high-profile defendants, such as, Leona Helmsley, Micjael Milken, Michael Vick, Martha Stewart, Bernie Madoff, and most recently a whole host of white collar and insider trading defendants.

The report discusses proper planning and preparation as key elements to being granted the reduced prison sentence for program completion. Also contained in the report is a listing of federal prison facilities where the program for early release is administered, criteria for acceptance and important documentation procedures required for inmate of defendant qualification.
