Small and medium-sized enterprises (SMEs) will be the most affected as they account for 99.9% of all private UK businesses and 59.1% of all private sector employment in the UK. Small businesses alone account for 47% of all private sector employment, according to 2012 statistics from the Federation of Small Businesses.
