Law Enforcement Professional Fred Sams Encourages Training Programs

Fred Sams, law enforcement professional, encourages police officers to partner with other members of the field to perform targeted training initiatives.

2013-05-21
PHILADELPHIA, PA, May 21, 2013 (Press-News.org) Fred Sams, noted law enforcement professional, has accumulated a great deal of experience both completing and assisting colleagues in engaging in training programs. For law enforcement officers, a high degree of training is essential in order to effectively carry out daily responsibilities. From processing a crime scene to interacting with criminal suspects, law enforcement officers are exposed to a wide range of situations and are expected to handle each with professionalism and precision. As such, Sams and other law enforcement professionals are strong advocates for successful training programs. A recent article published by ABC calls attention to the efforts of such professionals in Harrisburg, Pennsylvania, to create training scenarios that allow different parts of the team (i.e. officers and coroners) to learn to work together to process crime scenes. This kind of collaborative training, reports Sams, is an essential aspect of the building of an effective and efficient law enforcement department.

According to the article, coroners and police officers in Harrisburg were brought to a training site to learn to collect evidence, including fingerprints. Additionally, by including different professionals in the program, the department was able to allow them the chance to learn to better work together to collect the evidence necessary to carry out their investigation. MAGLOCLEN, an intelligence project, and William Burnham Jr. Death Scene Awareness Project, a non-profit organization, were behind the planning of the course.

Tommy Reinhard, who is the deputy coroner for Dauphin County, said of the training exercise: "I thought it was a good course because it brought law enforcement and coroners together. It gives me a better understanding of what the detectives' jobs are to tailor my investigation around them."

Fred Sams agrees that this kind of training course can strengthen the efforts of officers, coroners, and other professionals. "Basically, you have several different professionals coming together to work on a crime scene," Sams asserts. "If these people have been trained differently, or if they are not quite sure what the roles of the other professionals are, then the investigation can quickly devolve into a state of chaos. By training these individuals together, county law enforcement departments can create teams that are better able to carry out investigations in a successful manner."

Sams notes that the training that law enforcement and other professionals receive plays an integral part in their ability to protect and serve, as they have sworn to do. Fred Sams encourages departments across the country to engage in such collaborative training programs, which he believes can enhance the efficiency and accuracy of their work.

ABOUT:

A law enforcement professional, Fred Sams has over 50 years of experience in this field. He was accepted as a member of the Federal Bureau of Investigation under J. Edgar Hoover in 1967. Following this appointment, Sams partnered with multiple law enforcement organizations, such as the Miami, Metro-Dade, and Fairfax County departments in Florida and Virginia. He is devoted to learning the numerous aspects of the law and once served as a professional at the Law Offices of Melvin M. Belli, who is a noted attorney in the state of California. In addition to these professional achievements, Sams acted as director of forensics for two Sheriff's Departments. This experience allowed him to gain insight into the crime lab environment, which has furthered his ability to offer assistance regarding homicide cases.
