PORTLAND, OR, December 22, 2012 (Press-News.org) Garvey Schubert Barer Owner Edward J. Sullivan received the first-ever "Lifetime Achievement Award" from the Oregon Chapter of the American Planning Association (OAPA).
Sullivan, co-chair of the firm's Land Law Group, is a former member of OAPA's board of directors and previously (2000-2010) chaired the Legislative and Policy Affairs Committee. In addition, since 2003 he has been a member of the national organization's Amicus Curiae Committee, charged with overseeing the National American Planning Association's participation in cases that affect planning issues.
Before Sullivan was honored, he was introduced by OAPA Awards Committee Chair and City of Gresham Associate Planner Stacy Humphrey who said, in part:
Ed has served on the OAPA Board, and acted as the Chair of the Legislative and Policy Affairs Committee from 2000 to 2010, a tumultuous decade in Oregon land use history....During this time, he played an instrumental role in the fight against Measures 7 and 37 [ Oregon ballot measures that would allow property owners whose property value is reduced by environmental or other land use regulations to claim compensation from state or local government, with the alternative that the claimant may use the property under only the regulations in place at the time of purchase], and played key roles in formulating other legislation. Ed is known on the committee for his unparalleled ability to quickly evaluate and form positions on the gamut of land use legislative concepts, from appraisals to variances....Ed has also mentored the next generation of land use attorneys taking over the helm...
Sullivan concentrates his legal practice in matters involving planning, administrative and municipal law. He is frequently involved in major land use controversies in Oregon, acting on behalf of appellants, opponents or public entities. He serves as the city attorney for Oregon City, Island City and Rivergrove and acts as special counsel for other local governments.
In addition to his work with the OAPA, Sullivan has long been active in the legal and educational communities. He currently chairs the 120-Day Club, an association of planning lawyers, and the advisory committee for Urban Lawyer, the law review for the State and Local Government Law Section of the American Bar Association. Sullivan chaired this section in 2006-07 and regularly writes for the Urban Lawyer. Sullivan is an adjunct professor of Urban Studies and Planning at Portland State University and an instructor of Land Use Law at Lewis & Clark Law School. A frequent author, Sullivan has written numerous law review articles on land use and administrative law and been the associate editor and writer for the Oregon State Bar's Real Estate and Land Use Law Digest since its inception in 1979.
Sullivan is admitted to practice in Oregon, Washington and the District of Columbia and all courts within those jurisdictions. He holds an LL.M. from University College (London) and a J.D. from Willamette University College of Law, in addition to four other degrees.
