LONDON, ENGLAND, March 25, 2011 (Press-News.org) Despite George Osborne's attempts, HM Treasury's inability to obtain and analyse all central government spending data has forced the Chancellor of the Exchequer to seek short-term savings such as cutting public sector employees at the expense of setting the foundation for long-term economic growth.
To address once and for all HM Treasury's costly shortcomings in government data, Rosslyn Analytics, the world's leader in cloud-based spend data management solutions, in partnership with QlikTech, a leader in Business Discovery-- user-driven Business Intelligence, will aggregate public sector expenditure data from all major departments in April for free within a record-breaking two week period. HM Treasury will no longer need to waste millions on unworkable legacy technologies and practices to do what can be achieved using tried-and-tested private sector cloud-based spend data management solutions.
The free offer will for the first time enable public sector employees to have timely intelligence across major spend categories they desperately need in order to identify savings outlined in last year's Comprehensive Spending Review (CSR). Currently, HM Treasury lacks one aggregated view of department spending data, as recently demonstrated by two senior government officials:
• When asked by Charlie Elphicke, MP for Dover & Deal, "how much government departments budgeted for expenditure on IT in 2010-11, and what changes to forecast expenditure there have been as a result of his policy on IT procurement since May 2010," Francis Maude responded by stating: "We don't collect total spend on IT."
• John Collington, Head of Procurement at the Cabinet Office's Efficiency and Reform Group, said in a March 3 media interview with Government Opportunities magazine that his team supported Sir Philip Greene's Efficiency Review, but that "it was an arduous task getting hold of the data in a short space of time - we have to find a way to get data much more quickly and easily."
"For the good of our country, Rosslyn Analytics and QlikTech challenge George Osborne to take advantage of our free offer to help the government to be able to finally analyse one source of government spend data," said Charles Clark, CEO of Rosslyn Analytics. "Based on many conversations with public sector employees (many of them frustrated with ministerial inaction), it is clear to us that department heads lack the right technology and resources to implement the change necessary for them to deliver savings set out by our Chancellor."
If HM Treasury accepts the offer, Rosslyn Analytics estimates that the government's cost reductions target of GBP3 billion over the next four years could be moved forward with the majority of savings delivered in the first two years.
About the spend data challenge
Rosslyn Analytics will ask that departments send their spend data to Rosslyn Analytics - in a format provided by the company (and based on a reporting standard used by the government) - via a secure ftp website between 1-15 April. From 15-30 April, Rosslyn Analytics will leverage its award-winning technology to automatically consolidate, cleanse and enrich these disparate data sources into one consolidated view for HM Treasury's use on 1 May. HM Treasury will then be able to immediately see for the first time all department spend using QlikView's powerful data analysis and reporting capabilities.
To HM Treasury and UK Departments: To participate in the spend data challenge, please register your interest by 15 April by emailing Rosslyn Analytics at hmtreasury@rosslynanalytics.com.
HM Treasury: Turning complex COINS data into actionable information
Rosslyn Analytics has a track record of demonstrating the ease and speed in which the UK government can obtain actionable spend data. On June 4, prior to the release of the second batch of the much anticipated Combined Online Information System (COINS) database, Rosslyn Analytics made available to the public, within 24 hours, all public sector expenditure from 2005 to 2010.
