Lincoln and Stacy Dillard-Spahn, attorneys at Icard, Merrill, Cullis, Timm, Furen & Ginsburg, P.A., were presenters at a seminar at the City, County and Local Government Law Section of the Florida Bar in St. Augustine recently. Mr. Lincoln organized and Ms. Dillard-Spahn moderated the panel presentation entitled "Exactions Under Current Law and Home Rule."This was a highly interactive discussion that addressed recent statutes and how they affect or limit the home rule powers of local governments to assess new or existing development to pay for infrastructure.
